By Reading the standard it seems that the COMTRADE format allowed by the IEC 61850 standard is "COMTRADE 1999".
In several parts of the standard there is a clear reference to "COMTRADE 1999" (COMTRADE file IEEE C37.111:1999); for instance clauses 5.13.2, 5.13.3, 5.13.6, 2 - Normative References.
In some other parts of the standard there is a genereic reference to "COMTRADE" (6 Data object name semantics , in the table at ChNum and SrcRef).
The new COMTRADE format "COMTRADE 2013" (IEC 60255-24 / IEEE Std C37.111)seems to be not allowed by IEC 61850 standard; or it is at least unclear if it is ok for an IEC 61850 device to provide disturbance files according to "COMTRADE 2013" format.
This could lead to interoperability between Device software Tools / SCADA.
The following proposal tries to avoid the strength inerpretation that a device saving files according to latest COMTRADE 2013 format is "non-compliant" to the IEC 61850 standard.

Good idea! I guess some new DO will be needed to allow to specify which version/format of COMTRADE is used. If accepted, is it for Ed.2.1?
