Issue

#tissue #1317 from 8-1.
SetBRCBValues (EntryID) - If the entry is not found in the queue, then the server sould answer with parameter-value-inconsistent and not with parameter-value-inapropriate as currenlty defined in clause 17.

Note: no backward compatibility issue with 8-1 implementations, as the SCSM response remains an MMS write response- (object-value-invalid).

Proposal

change the ACSI error in clause 17 to parameter-value-inconsistent, which already maps to the MMS DataAccessError code "object-value-invalid".

I agree to change ACSI error from "parameter-value-inappropriate " in clause 17.2.2.1 to "parameter-value-inconsistent". This is the correct mapping already defined in 8-1 clause 8.1.3.4.4.2 Table 23. 19 Jan 15 Discussion (red)
