Issue

NTS is the tracking CDC for USVCB tracking.
The USVCB contains a reservation attribute Resv.
The SetUSVCBValues contains a parameter CBReserved

NTS does NOT contain an Attribute "resv"
The XML defintion of NTS DOES contain an Atrtibute "res"

Proposal

Add "resv" to NTS - Boolean - as service parameter CBReserved is maaped to resv
Rename "NTS" attribute "res" in annex B to "resv"

Renaming of the NTS.res in Annex B to NTS.resv. Additionally part 7-2 "Table 34 - USVCB tracking service (NTS) definition" has to be updated with the attribute "resv" right after "svEna".(Attribute type = BOOLEAN, FC=SR, r/w = r, no TrgOp, Value/Value range = The service parameter Resv is mapped to resv, cond = M)

This is essentially a renaming of the NTS.res in Annex B to NTS.resv, which is mandatory, therefore it shall stay mandatory. Additionally the appropriate documentation in table 34 (resv mapped to service parameter CBReserved)needs to be added. 14 Oct 14 Ballot Period
