Issue

The encoding definition for the sampled data “sample [7] IMPLICIT SEQUENCE OF Data” is wrong, because in this case the following data set values shall be ASN.1 encoded (with tag and length) also. From ASN.1 standpoint the current encoding definition is not feasible.
Furthermore the tag (87) for the “Sequence of Data”, given in figure A.4 is not consistent with the definition in table 13.

Proposal

Change the sample data definition in table 13 as follows:

"sample [7] IMPLICIT OCTETSTRING"
