In part 7-2 the table 20 defines for each FC if the values have to be stored in non-volatile memory or not. The issue is that this is a very valid requirement for "real" IED's however is not valid for "test equipment". For example after a reboot a relay test set needs to be configured again before sending GOOSE or sampled value messages. Considering utilities require relay test sets to be certified as well as real IED's we (the UCAIUG) can't issue certificates now for test equipment.
Proposal
Add a new clause 6.2.8 "Test cases to test a test equipment" defining the tests and its conditions to test test equipment.
As basis the clause 6.2.4 should be used. But adaption for volatility, different SCL configuration and also applicable test cases should be done.

Agree to add a general statement on impact on testing of "test equipment". This applies not only to server but also for client and sampled values devices.
For example:
"Test equipment may have non-volatile memory and as such need to be reconfigured, setting group settings and log entries may be lost after a restart. Also test equipment typically does not have its own SCL and data model but may import SCL files from real devices"
