Issue

In case the LN directly involved in the control service (e.g. CSWI) is in "Test-Blocked" mode, the state machine indicated that a negative response shall be given with the add cause "Blocked by Mode"
That’s not correct, because the whole command sequence will run through successfully, except that the primary equipment does not get operated.

Proposal

From that perspective the add cause "Blocked by mode" in case of Beh "Test-Blocked" should be replaced by a negative Command Termination with add cause "Time limit over", in case of enhanced security and after the “Wait for PosChange time-out) is expired.
