Issue

The GoCBRef has CDC=ORG. The ORG has a mandatory setSrcRef and optional setSrcCB. It is not obvious what the values should be of these attributes. Are both attributes required? Is the object reference value with/without FC? And using "." or "$"?

Proposal

I propose just LGOS.GoCBRef.setSrcRef, no FC with ".":

Assuming setSrcRef DA has <Val>IEDnameLD/LLN0.GooseControlBlock</Val> in SCL, what value should be returned for MMS read to DA setSrcRef ?

The proposed reference value syntax is according to parts 6 and 7-2 the correct one. It is used to assure independency of 61850 names / references from stack mappings.
setSrcRef is the 'object reference'. As here the object is a control block reference, setSrcCB is superfluous and shall not be provided. Thus the example given in the proposal is correct.
