Issue

IETF only allows lowercase for the IPv6 addresses.
IPv4-mapped IPv6 addresses cannot be expressed.

Proposal

remove the composition rule allowing uppercase hex characters.
allow IPv4-mapped addresses.
align with tP_IPbase in Part 6.
