Issue

The Constraint <CO_CtrlObjectRef>$SBO appears to conflict with IEC 61850-7-2 which specifies the return of the controllable object.

Proposal

Change Data=<CO_CtrlObjectRef>$SBO to Data=<CO_CtrlObjectRef>$Oper

believe that the response to Select.response+ should be the <CO_CtrlObjectRef> to which the SBO applies. However, for backward compatibility we should allow the any . as well.

I think we should state a preference to return <CO_CtrlObjectRef>. so that future implementation are given the proper guidance.

Actually, Ed1 of IEC 61850 stated:
Select.response+ "that contains a non-NULL value for the SBO attribute"
Select.response- "that contains a NULL value for the SBO attribute".
I would suggest therewith not to specify if
<CO_CtrlObjectRef>$SBO, or <CO_CtrlObjectRef>$Oper, or <CO_CtrlObjectRef>.
Because the criteria real should remain non-NULL vs NULL value to ensure the backward compatibility of the system. The value of the string (Oper, SBO, or without) would not help. 		20 Jan 14 Discussion (red)
7-2 states:
Select(ControlObjectReference).
in our case ControlObjectReference if the <CO_CtrlObjectRef> and not the <CO_CtrlObjectRef>$Oper
It is not <CO_CtrlObjectRef>$SBO neither.
