Issue

90-5 defines its namespace as "IEC/TR 61850-90-5". This does not follow the rules defined in Part 7-1 (Clause 13.3.2): it should include a year and have the "(Tr)" prefix.

Proposal

Change the namespace to "(Tr)IEC 61850-90-5:2012".
