Issue

As discussed at WG10 meeting stPetersburg the SICS is not-consistent with the contents of the part 6. It states the SCD shall have the substation section but the SICS for system tool states its all optional.

Proposal

Make it conditional that a system tool either import SSD from another tool (S41) or edit/create the substation section (S45)

Not accepted. There might also be other ways how the substation section in the SCD file is generated, e.g. import from AutoCad or other graphic editiors, scanning of a single line picture etc.	07 Jun 13	Not Applicable
