Issue

Conflict between IEC 61850-7-4 and IEC 61850-7-420 data object (DO) name abbreviations:
- In IEC 61850-7-420: 'Fx' means 'Fixed'
'Fx' is only used in DOs DRCS/DRCC.LodModFxExpt
- In IEC 61850-7-4: 'Fix' means 'Fixed'

Proposal

- Drop the abbreviation 'Fx'
- Rename DRCC.LodModFxExpt to DRCC.LodModExpt
- Rename DRCS.LodModFxExpt to DRCS.LodModExptSt
