Issue

Inconsistency with data objects (DOs) having the same name SetV but using different data types (CDCs):
- In IEC 61850-7-4: ZSCR.SetV uses CDC ASG
- In IEC 61850-7-420: DEXC.SetV uses CDC APC

Proposal

Modify the CDC of DO DEXC.SetV from APC to ASG
[Decided by WG 17 IEC 61850-7-420 UML Task Force]
