Issue

This Clause gives disproportionate importance to the data type TimeOfDay (which is only used for logging)
while TimeStamp (the main one) is not even mentioned.
Reference to GMT is obsolete. Btime6 is nowhere defined.

Annex E does not help to explain 8.1.3.8. Also, the new MMS type is not TimeStamp, but UTC TIME (utc-time (see Annex F)).

Proposal

Revise completely this Clause to refer to TimeStamp and the TAI / UTC scale, or simply refer to 90-4, since the time representation is not specific of 8-1, but is also used in 9-2, 90-1 and 90-5.

E.1 is a general presentation of Epoch in an informative annex. Its content is correct.
We may revise the text in an Ed2.1 – but there are only minor changes as for instance replacing Btime6 to BINARY-TIME sizeof (6).
