Issue

In Ed. 1 SCL, the regular expression for OSI-AP-Title (type "tP_OSI-AP-Title" follows the definition of Part 8-1 (see Tissue 1058), which states that the value shall be "quoted".

So a correct OSI-AP-Title would be according to SCL Ed. 1:
<P type="OSI-AP-Title" xsi:type="tP_OSI-AP-Title">"1,3,9999,23"</P>
which is obviously wrong, and should be:
<P type="OSI-AP-Title" xsi:type="tP_OSI-AP-Title">1,3,9999,23</P>

This has already been corrected in SCL Ed. 2 (SCL schemas 3.0 and 2.0).

Proposal

Correct the regular expression (pattern) of SCL type "tP_OSI-AP-Title".
