Issue

Clause 11.3.1.1.1 describes in detail the EntryTime (48-bit time with epoch of 1984), although EntryTime is never used in 90-5 - it is only used for Log entries.

Citing RefTm(EntryTime) in Line 14 is wrong since RefrTm is expressed in TimeStamp (64-bit time with an epoch of 1970).

Further, a precision should be added that RefrTm is ENCODED as UtcTime, but the value transmitted is TimeStamp (with the quality bits).

Proposal

Remove all mentions of "EntryTime" from the document, refer to the definition of TimeStamp in 7-2, do not explain TimeStamp again differently.

Specify that RefrTm is encoded as UtcTime, but that the quality bits of the type TimeStamp are mandatory.
