Issue

Conflict between IEC 61850-7-4 and IEC 61850-7-420 abbreviations:
- In IEC 61850-7-420: 'Stp' means 'Step'
- In IEC 61850-7-4: 'Step' means 'Step'

Proposal

- Adapt to IEC 61850-7-4 abbreviation 'Step', i.e. remove IEC 61850-7-420 abbreviation 'Stp'
- Rename DPVC.TrkVStp to DPVC.TrkVStep
- Rename DOPA.DERStpAuth to DOPA.DERStopAuth
(Note: The abbreviation 'Stp' was wrongly used for 'Stop' in this DO)
