Issue

Conflict between IEC 61850-7-4 and IEC 61850-7-420 abbreviations:
- In IEC 61850-7-420: 'Con' means 'Constant'
- In IEC 61850-7-4: 'Con' means 'Contact', but 'Cons' means 'Constant'

Proposal

- Adapt to IEC 61850-7-4 abbreviation 'Cons', i.e. remove IEC 61850-7-420 abbreviation 'Con'
- Rename DOPM.OpModConW to DOPM.OpModConsW
- Rename DOPM.OpModConV to DOPM.OpModConsV
- Rename DOPM.OpModConVAr to DOPM.OpModConsVAr
- Rename DOPM.OpModConPF to DOPM.OpModConsPF
