Issue

The name of DEXC.PhLeadComp uses two not declared abbreviations 'Lead' and 'Comp'.

Proposal

- Add the missing abbreviation 'Comp' (for 'Compensation') to IEC 61850-7-420 abbreviations list.
- Use the abbreviation 'Ld' from IEC 61850-7-4.
- Change this DO name to DEXC.PhLdComp
