Issue

If ndsCom is FALSE, then GOOSE cannot contain useful information.
Specifically, if datSet is NULL then there is no valid GOOSE that can be sent (because GOOSE allData must contain at least one element). Also, if the dataset size exceeds the maximum size then the GOOSE data could not possibly match the dataset.

Proposal

Consider removal of ndsCom from GOOSE (it is redundant) and prohibit publishing of GOOSE if internal valid of ndsCom is TRUE. Subscribers can interpret the lack of a GOOSE reception as "something is wrong".

ndsCom remains and informs that the publisher needs commissioning.

NdsCom in the GOOSE message is helpfull for publishers that do not provide a server interface, i.e. that do not support GetGoCBValues. Removing it make the commisioning even more complex since no GOOSE publish does not ony mean that the GoCB configuration is wrong, but also that the expected configuration with the GoCB may not be the current configuration in the device. 18 Jul 12 Discussion (red)
