Issue

The SBOns and SBOes state machine figures do not show the TimOper respond pos/neg.

The DOns and DOes state machine figures do not show the TimOper respond neg.

Proposal

Add a new state "PerformTest" in the state machine figures that checks the incoming TimOper request with outgoing TimOper respond positive or negative result.

7-2 defines in 20.4 Time-activated operate:
On receipt of a TimeActivatedOperate request, the control object shall determine if the client has appropriate access authority, and shall check the validity.
– If not successful, the control object shall send a negative response to the requesting client.
-If successful, the control object shall activate the timer and shall send a positive response
with the information that the timer was started.

The definition is correct, however the state machines are not consistent with the text.
All four state machine have been modified: a new state "AuthorityTest" has been added upon reception of TimeActivatedOperate_req.
The transition to the state: TimOper_req.
The transition from this state:
[AuthorityTest ok]/TimOper_resp+ -> WaitForActivationTime
[AuthorityTest not ok]/TimOper_resp- -> Ready (direct models), Unselected (select models)
