Issue

It should be possible to cancel a control command while in the WaitForChange state. This is mainly true for the CDC APC and ISC.

Proposal

Add the transition [Cancel_req]/Cancel_resp+, CmdTerm_req to the WaitForChange state. The AddCause should be Abortion-by-cancel

The basic assumption behind the current definition is, that an Operate triggers an action, which is not interruptable any more. Therefore, if for some reason the waiting time is too long, the operTimeout might get a shorter value to lead to an earlier Cmdterm, however a Cancel is NOT possible.
If you want to start an interruptable action, you need more than 1 data object and a logical node which does the command termination supervision, if this is not done from the client starting the action.
An APC e.g. is meant to be a set point as input to some regulatng and supervising function. It does NOT contain this function itself.
