Issue

Service parameter tables are inconsistent in their requirement for FC as a parameter. FC is required as a parameter for control block related services but not for data related services. 8-1 maps FC essentially as part of the object reference for both data and control blocks, but there is nothing in the tables specifying that FC be provided for data-related services (except GetAllDataValues).

Proposal

Make the parameter tables consistent. Either define FC as part of the object reference (in which case it should be removed from the control block service parameter tables) or as not part of the object reference (in which case it should be added to the data-related service parameter tables).

To make the service tables consistent add the parameter "FunctionalConstraint" in all data and control block related services.
