Issue

It is unclear if GoEna can be TRUE if the GoCB's DatSet value is NULL or invalid.

This needs to be clarified.

Proposal

Change 15.2.1.3 to add:

"GoEna shall be FALSE" if the value of DatSet or AppID is Null. GoEna shall be FALSE if the value of ConfRev is zero (0)."

"If there are inconsistent attribute values in the GoCB (e.g. the value of DatSet is Null) or if the value of ConfRev equals 0, a SetGoCBValues with the parameter GoEna equals TRUE shall fail and a negative response shall be issued." 		15 Dec 06 Ballot Period
