Issue

The document does not specify anything on how to arrange the data of the SGCB. If we go as per section 7.3.1 of IEC61850-8-1 (page32), still it is not clear how to represent FC=SG coming under different LNs. We can treat the LNs also in the order as specified in IEC61850-7-4, but SGCB example given in section 13.1 (figure 17) of IEC61850-7-2 is totally different in the arrangement of data & LNs. Also Figure-3 of IEC61850-7-2 shows a relationship between dataset and SGCB, which is not defined anywhere else in the document.

Proposal

The setting group data (FC=SG) in SGCB has to be first arranged according to the LN (order specified in 7-4 or alphabetical order ) and then should be arranged as specified in 8-1. The examples given in section 13.1 (figure 17) should be corrected accordingly.This applies to Figure-3 of IEC61850-7-2 also.

Discussion Created Status
The exact statement, in 8-1, that accomplishes your proposal is found in clause 7.3.1 (page 32), paragraphs 1-3.

When sections of 8-1 are mute on ordering, clause 7.3.1 is the default. Therefore, 7-3 and 7-2 control the ordering of SGCB attributes.
