Issue

We are a utility and during the installation of Process Bus pilot project and at IOP – 2017, we observed that a protection and control IED can be made to subscribe to different SV streams just by changing the SvID field in the IED’s setting. We observed this in the IEDs by different manufacturers and it seemed like the accepted way of implementation by most of the IED manufacturers. But, we feel that such an easy way to change the SV stream to be subscribed by an IED is dangerous considering the fact that in a few of the IEDs this setting (of SvID) can be changed from the IED’s front panel itself. Also, we feel that this is not an intuitive way to change the subscriber-publisher relationship from the IEC 61850 standard’s perspective. For an analogy, we can look at the way GOOSE subscriber-publisher interactions are defined in the SCD file of the substation. We feel that a similar process must be followed when we are dealing with Sampled Values subscriber-publisher relation. Sampled Values subscriber-publisher definitions should be part of the SCD

Sampled Values subscriber-publisher definitions should be part of the SCD and should not be allowed to be changed by a mere parameter setting change in the IED.

IEC 61850-6 edition 2.1 already defined a standardized way to configure SMV subscription which is mandated in IEC 61850-7-1 in normative Annex H 04 Oct 22 Discussion (red)

I agree with the proposal.
61850-6 specifies the data flow configuration using extRef, and this is the only stadardized way today to configure client and subscribers.
Type conformance tests shall verify that the SCL confiuration of subscriber is supported by the implementation.
