Issue

Condition for GC_CON_attr requires attribute if attr is present but can be read to also prohibit attribute if attr is absent because of the word "only" in "shall only be present".

One specific problem is MV.rangeC is declared as GC_CON_range and is therefore prohibited if attribute db is present and attribute range is absent. But attribute db makes no sense without rangeC.

Note that Ed2 Am1 replaces rangeC with dbRef

Proposal

change "shall only be present" to "shall be present" and append to the condition "otherwise optional":

A configuration data attribute shall be present, if the (optional) specific data attribute (attr) to which this configuration relates is also present, otherwise optional.
