Issue

It is not clear that CmdBlk should have no effect on the DO CmdBlk itself.

Proposal

Change: "The data CmdBlk shall have no effect on the controllable data Mod."
To: The data CmdBlk shall have no effect on the controllable data Mod or CmdBlk.
