It is not clear that Common LN Data Object CmdBlk does not operate on itself

Change explanation
From: "Blocking of control sequences and action triggers of controllable data objects"
To: Blocking of control commands and action triggers of controllable data objects in the LN except CmdBlk

Discussion	Created	Status
The tissue is not possible anymore to discuss within tissue process. It has been decided in the WG10 meeting to solve additional technical issues by comments from National Committees (NC) on CDV. Therefore is goes to blue. However the question was forwarded to me and I included a comment to the list of the German NC (would be good to get it also through NC USA) So the issue will be solved within the standard process. The proposal to improve the wording/description is accepted.	20 Apr 16	Not Applicable
