Issue

1. One BRCB contains TrgOps.GI = True. Client_1 enable this BRCB, then ResvTms of this BRCB will change to positive value automatically.
2. Then if a new client_2 attempts to set GI=True for the same BRCB (which is dynamically reserved by client_1 in step 1)
3. Question: a positive response or a negative response shall be received?
Regarding URCB, in 7-2 17.2.4.5, it is clearly defined "The attribute Resv (if set to TRUE) shall indicate that the URCB is currently exclusively reserved for the client that has set the value to TRUE. Other clients shall not be allowed to set any attribute of that URCB"
But for BRCB, There is no clearly definition to say whether other clients shall not be allowed to set any attribute of BRCB when ResvTms > 0

Proposal

Suggest to follow the same limition as URCB, for BRCB.ResvTms, a positive value shall indicate that the BRCB has been dynamically reserved, Other clients shall not be allowed to set any attribute of that BRCB if ResvTms does not expire.

This is true that a reservation are always exclusive.

A server shall restrict access to an instance of a report control block to one client at a time.

17.2.2.17: (value of ResvTms)
A positive value shall indicate that the BRCB has been dynamically RESERVED. The value represents the number of seconds that the reservation will be maintained after association loss.

Therefore, a negative response is the standardized behavior to respond to Client2 when the BRCB is reserved by Client1.
