Issue

In IEC61850-8(ed2.0) "17.1.2 OptFlds shall be mapped to an MMS BITSTRING according to Table 62.",Table 62 define the size of OptFlds Bitstring is 10 bits, and then add "The segmentation bit is reserved in order to keep OptFlds and Reported OptFlds in alignment."
The question is:The length is 9 bits (exclude segmentation) or all 10 bits when the client write OptFlds?

Proposal

Suggest clear the length of bitstring when client write the OptFlds.

As 8-1 specifies:
The segmentation bit is reserved in order to keep OptFlds and ReportedOptFlds in alignment.

It is on purpose that the attribute OptFlds in the URCB/BRCB Class definition and the OptFlds service parameter in the Report request have the same format: i.e. 10 bit bitstring.
