Issue

Today UTF-8 coding is only the preferred method of coding characters in ICD files, which permits vendors to choose among other codings like ANSI or ASCII/DOS. Not all the system configuration tools do allow importing of ICD files coded other than UTF-8.

Proposal

To avoid interoperability issues vendors shall provide ICD files UTF-8 coded.
