Issue: It is not clear whether Data-Instance-ID with leading zero is allowed from the standard. For instance GGIO.Ind01.

Some experts say it is forbidden.

However, Tissue 1071 seems to indicate that it is allowed, but it would be the same as GGIO.Ind1 in the previous example. In such a case, it makes no sense to have both representations.

(The are arguments for allowing leading zero, in order to make sorted displays easier, however these are presentation issues.)

Proposal: Suggest to explicitly forbid a leading zero in a data object instance.

I would not forbbid the leading 0. It can be useful for alphabetical sorting of DOI when more than 10 instances are present.
Without leading 0, you get
Ind1, Ind10, Ind2, ...
using the leading 0
Ind01, Ind02, ..., Ind10.
