Issue

For providing values of measured flow of gas we need to specify the unit of a normal qubic meter per hour (per second will also do)

Proposal

Please add a SI-unit enumeration for Nm3/h (or Nm3/s)

Further clarification is required concerning the issue we want to solve.

First of all, normalized qubic meter are not standardized or there exists at least multiple Standards with different values (e.g. DIN 1343 or ISO 2533).

Secondly, I would assume that the semantic of a data object might declare the conditions under which a measured flow of gas is specified.

Proposal:
Do not use a new unit; however, specify within the data model the conditions (temperature / pressure / humidity) to which the measurement shall be normalized

prefer to use only m3/s and precise the normal condition of temperature and pressure at the DataObject semantic level.
This would lead to an interop issue to monitor the SIUnit to realize if normal condition of temperature and pressure
else if current condition of temperature and pressure.

In the DCIM metering and CIM measurement domains, we made it to harmonise all the codes for unit symbols to fit those in 61850-7-3 (if there is overlap).

If this request gets approved, please use the following definition (to preserve 1:1 correspondence with 61970/61968):

- string value, as for SCL: m3/h (3 is exponent, similar to other exponents)
- description: Volumetric flow rate, cubic metre per hour
- value / code: 125.
