IEC 60870-5-101 Private section schema and IEC 60870-5-104 are using the same schema URI for different schemas.

Proposal

Use unique URI for a schema as follow:

proposed URI for : IEC 60870-5-101 Private section schema
"http://www.iec.ch/61850-80-1/2007/IEC_60870_5_101"
for xmlns:IEC_60870_5_101, targetNameSpace, and xmlns.
