RFC 5952, 4.3. Lowercase specifies that:

The characters "a", "b", "c", "d", "e", and "f" in an IPv6 address
MUST be represented in lowercase.

Proposal

SCL parser and regex to use only lowercase
<xs:pattern value="([0-9a-f]{1,4}:){7}[0-9a-f]{1,4}" id="IPv6"/>
