Issue

The proposed private schemas for the 101 (in clause A.3.2) and 104 (in clause A.3.3) addresses are invalid XSDs.
- Element definition cannot include minOccurs and maxOccurs.
- default value for usedBy is incorrect according to referenced enumeration type.

Proposal

Propose to use the XSDs attached to this TISSUE.
