Issue

In table 82 there is defined the Response- of the Select service. But there is only the negative response as MMS service Read response defined. The "InformationReport (ListOfVariable)" with "LastApplError" is missing (like at SelectWithValue). This doesn't conform to the part 7-2, Table 47 . There is an AddCause for the service Select (e.g. "already-selected") defined.

Proposal

At the Select service its Response- add a sub-row with an InformationReport (ListOfVariable) with LastApplError.

Table 82 maps the IEC 61850-7-2 ACSI Service.Response- to a read response of the SBO variable specification containing an empty string. The definition was the same in IEC 61850-8-1:2003, and is consistent to the text specification of clause 20.5.5.
An information report with LastApplError was never defined since the IEC 61850-7-2:2003 (17.5.3.2) and IEC 61850-7-2:2007 (20.5.3.2) never defined the AddCause as return value of the Select.Reponse- 		01 Oct 13 Discussion (red)
