Issue

The attribute "owner" is missing in the CDCs BTS and UTS.

Proposal

Add data attribute "owner" to BTS and UTS in both cases as optional.

Further, a commment should be added that optional attributes in the tracking CDCs are optional at a data model level: they shall be included in the CDC if the the corresponding control block has them.
