Issue

The values for the enumerations of CalendarTime are not specified. It may be confusing for users if the values start from "0" or "1" and it may rise interoperability problems.

Proposal

Add an annex to the document 7-3, as it has been done with 7-4 including all the enumerations used in SCL format to avoid any kind of confusion.
