Issue

Part 7-3 makes the two control attributes 'origin' and 'ctlNum' optional but 8-1 makes these (mostly) mandatory. It is unclear why an MMS mapping would require these attributes and another mapping (example Web services) would not require these parameters.

Proposal

Either make these attributes optional in 8-1 or mandatory in 7-3.
I suggest keeping them mandatory in 8-1 and changing 7-3 to make them mandatory in that section.
