Issue

https://redmine.ucaiug.org/issues/7551 has been raised questioning the semantic of these two attributes of TVTR/TCTR.

It appears that they should be related and which one to use is unimportant.

Please clarify.

CDV of 61869-9 AMD1 is currently under circualtion.
The following definition was added in 6.904.5

"The minimum holdover duration shall be 5 s under stable internal and external temperature conditions.
Minimum holdover time shall be defined in the device PICS statement and exposed in the data model under TCTR.HoldTmms, TVTR.HoldTmms. "

It seems that 61869-9 needs to add some explanation, and N/A is appropriate here in 7-4 context.

As Bruce explained, LPHD.NamHoldRtg is specified in IEC61869-9 and therefore it is mandatory when the namespace is defined so.

The purpose of this DO is to provide human readable nameplate information in a CDC VSD format (check in the definition of VSD part 7-3, section 7.8.5) under the constraint of namespace of IEC61869 (shown in the namespace attribute).

TVTR/TCTR.HoldTmms is defined in CDC ING format (also mandatory in namespace of IEC61869) and can be used in algorithm for automation functions. The test in conformance certification anticipates the machine-processability of this DO.

In case of instanciation of both DO, the vendor/user/project engineer has to provide consistency of the data.

Summary: use DO TVTR/TCTR.HoldTmms for conformance testing if you want to test the correct function.
Recommendation: change tissue to Approval (N/A).

Just to clarify:
BOTH are mandatory, but the relationship is not clear (my guess is that NamHoldRtg is the minimum of all HoldRtg attributes).

LPHD.NamHoldRtg is specified as an extension to LPHD in 61869-9 Ed1; TVTR/TCTR.HoldRtg is in part 7-4.
