Issue

Currently the namespace indicates a minimal occurence of FunctionCatRef inside FunctionCategory of "1". However, when all functions of the system are assigned to a FunctionCategory/SubCategory, the FunctionCategory will not contain any reference as all references are part of the SubCategory.

Proposal

The minimal occurence of the FunctionCatRef inside the FunctionCategory should be set to "0"
