Issue

In annex A: "Mod, Beh and Health will always have validity=good." But if the IED has a hardware failure PhyHealth/LPHD=Alarm, how can we say that Beh=on (current value).

Proposal

In case the IED has a hardware failure PhyHealth/LPHD=Alarm, FCD Mod and Beh as well as any other FCDs change their quality. The quality of FCD Health in this case=good.
