1988   Upgrading rules of IEDName.apRef does not consider the service capabilty of an access point

Issue

The upgrading rule specifies that the "access point of the first ConnectedAP of the subscriber IED..."
The rule does not consider that the first ConnectedAP may not support the subscription services required to be selected as destination access point apRef inside the ControlBlock.IEDName subelement.

Proposal

further specify the rule so that
"with the AccessPoint name of the first ConnectedAP of the subscriber IED (that exposes in the Service Capability the required ClientService ) belonging to the same ...".
