Issue

For 'quality' and also for 'Dbpos'-attributes it is not possible to define a specific value inside SCL.

For process-values this make sense, but for substitution-values (subVal resp. subQ) it should possible to specified default values

Proposal

Define the 'value representation' for Quality (I would prefer '000000000000') and allow it also for 'Dbpos' in case that this will be used for non-process definition (e.g. substitution)

Following previous comment, I agree that defining value in SCL is not of relevance as 7-3 give the responsibility of the values to the client device which is using substitution mechnaism.

Any other thoughts?

Please note the definition of FC=SV in IEC 61850-7-2 Table 4:
"Initial behaviour of substitution shall be substitution disabled.
If the substitution handling relies on non-volatile DataAttributes, then the behaviour of substitution at restart of the IED shall be as set before the restart."

Additionaly, the definition of IEC 61850-7-3 indicates:
"It is the responsibility of the client application, in particular in the case of multiple attributes to be substituted, to set all relevant substitution values."

Therefore is the representation of subVal, and subQ of relevance for SCL?
