Issue

During a TPWG meeting we found that there was no capability for a Client to declare if it did Controls or not.

As we try to move away from PICS and to put relevant things from the PICS into Services, this seems to be a useful thing

Proposal

Suggest adding a declaration in tClientServices.

It is also probably useful when engineering ExtCtrl in SCD.
