Issue

The clause defines the Attribute for logical device basic namespace.
In a pure client implementation, IEC 61850-6 defines how LN are modelled with an AccessPoint (i.e when an AccessPoint does not expose a server element). In a pure client environement there is no Ldeivce. How can an engineering tool determine what is the basic namespace used by client.

The issue was raised during interop test : how to test the model conformity of a pure client

Proposal

Each Logical Node of a pure client shall contain an initialized NamPlt.lnNs and the model exposed in the SCL representation of the pure Client LN shall be compliant to name space exposed in lnNs - (presence condition of DataObject, and DataAttribute within DataObject).
