Issue

The standard specifies that there shall be a sclSMV element for each full configured laer 2 layer2 scl.SampledValueControl.

It does not mention explicitly that the adresses shall be editable by the SCT as IEC 61850-8-1 is mandated it for the GOOSE scl.GSE element.

Proposal

Append the first paragraph after Table 19 regarding the P elements within the scl.SMV:
"All of them shall be modifiable by the SCT."
