Issue

Header.version, revision are defined as "xs:normalizedString"
Part 6 Ed2.2 introduces the system feature that the SCT document with MinRequestSCDFile @ IED which minimum SCD file version / revision is requested for a proper system engineering. Since Header.version and revision are "xs:normlizedString, it is unclear how min algorithm can apply.

Proposal

Restrict with Ed2.2 the format of the file related properties version and revision to xs:unsignedInt to allow un-ambiguous minRequestedSCDFile realization + add upgrading rules to deal with import of SCL file < SCL 2007C5
